Schleswig-Holstein aims to be a state characterized by friendly togetherness. Persons with disabilities or impediments should be respected and accepted as a matter of course. .

State Agency for Social Services

An initial point of contact for persons with disabilities/impediments is the State Agency for Social Services in Neumuenster with its branch offices in Heide, Kiel, Luebeck and Schleswig. These offices are responsible for determining whether refugees display a degree of disability/impediment conforming to German disabilities legislation.

In all cases, applications by refugees will only be processed once an application for asylum has been made and a temporary residence permit submitted for the purposes of conducting asylum proceedings in accordance with § 55 of the German Asylum Law (AsylG).

In individual cases in which it is not possible to submit an application for asylum within 2-4 weeks and thus to obtain a temporary residence permit in accordance with § 55 AsylG, official evidence of this is to be provided by submitting appropriate documentation (extension of deadline for submitting verification of date of arrival, certificate of suspension of deportation [toleration certificate], etc.)

By contrast, in the case of persons from safe countries of origin (in accordance with Annex II to § 29a AsylG), determination procedures will not be initiated until it has become apparent that such persons do not intend to leave Germany within a period of six months, i.e. once they are in possession of an official certificate that they may at least remain in the country for such a period of time.
