Can I work in the state administration without German citizenship?
Yes, it is generally possible to work in the state administration without German citizenship.
The requirements vary depending on the type of employment relationship:
Civil servant status is open to all citizens of an EU member state, all citizens of Iceland, Liechtenstein and Norway (European Economic Area (EEA)) and Switzerland, unless the duties are exceptionally reserved for persons with German citizenship.
These restrictions do not apply to public sector employees.
However, nationals of other countries (with the exception of those already mentioned above) may only complete qualified vocational training or take up employment in the public sector if they have a residence permit that generally allows them to pursue gainful employment.
